The composition of the Guam Hymn was greatly influenced by the socio-cultural and political history of pre-WWII Guam. It was a time when Guam nationals were administered by Naval Governors and the speaking and writing of the Chamorro Language was discouraged. As early as 1901 and subsequently numerous attempts thereafter, the Chamorro people petitioned to be granted citizenship rights. The Organic Act of Guam, signed by President Truman on August 1, 1950, is the federal law which granted Guam with a limited form of self-government, citizenship and transferred federal oversight from the Dept of the Navy to the U.S. Department of Interior. It also clarified Guam's political status as that of an unincorporated territory of the United States of America.
